In Bikeshed we can use Required IDs. We've done this here: https://github.com/whatwg/infra/commit/9b412bce81d3d1b120cc671210599328cdcd764c.

[ ] There's currently no way to get a list of URLs as requested in https://github.com/whatwg/sg/issues/134.
[ ] We also haven't tracked IANA registrations. Those should also have fixed IDs.
[ ] It's probably good to have tooling documentation somewhere. Perhaps in MAINTAINERS.md?
