WHATUP followup action items

At WHATUP we agreed on a number of action items as followup work. This issue will track the following:

[x] Add an issue template to all spec repos referencing the working mode (#296)
[x] Update our docs to reference the stages proposal (working mode, contributing guide, etc.)
[ ] Blog about the stages proposal when implemented and publicize it in social media
[x] Stop calling the regular call a triage meeting, since triage happens asynchronously. We liked WHATNOT (Navigating Open Topics)
[x] Extend the call to 50 minutes, in case more time is needed
[x] Document the meetings in a whatwg.org page or blog post
[x] Add a needs-incubation label to mark proposals as not ready and encourage asking for help in chat

The only thing remaining here is blogging about WHATWG Stages. Anyone interested in writing something?

I'm interested and I think I can make the time, but if someone else wants to jump in before I get to it please say so.
