Stop sending x-xss-protection #117

Fixes https://github.com/whatwg/misc-server/issues/114.

As usual, this will need to be merged and deployed at the same time, and the changes to multicol aren't tracked.

Deployed and working. build.whatwg.org isn't tested because it doesn't support GET /, but I did the same steps and verified the header is gone. It's probably a good idea to add a test for it just to make sure it's up.
