Add configuration for DigitalOcean apps #147

This is the actual config and steps behind https://staging.participate.whatwg.org/. After https://github.com/whatwg/participate.whatwg.org/pull/171 is merged, this should be updated to actually deploy https://participate.whatwg.org/.

I will now try deploying this to participate.whatwg.org, not staging.participate.whatwg.org as previously.

This is done now, but the DNS change can take a long time to propagate. If it blows up, the CNAME record can be deleted and the previous A record pointing to 138.197.231.128 can be put back. That server is still alive until we take it down manually.

I've now powered off the old VM.
