The Rust Code of Conduct (on which the WHATWG one is based) now links to https://github.com/stumpsyn/policies/blob/master/citizen_code_of_conduct.md
Thanks for reporting this. I've reached out to some of the people involved in that issue to see if it can be remedied. Following Rust again seems reasonable, though we might want to look into a longer term fix if that is basically no longer maintained.
I wonder if instead we could instead expand harassment inline, e.g.:
harassment includes, but is not limited to, offensive verbal comments related to gender, gender identity and expression, age, sexual orientation, disability, physical appearance, body size, race, ethnicity, religion, and technology choices, sexual images in public spaces, deliberate intimidation, stalking, doxing, following, inappropriate photography or recording, inappropriate physical contact, unwelcome sexual attention, sustained disruption of events, as well as advocating for or encouraging harassment.

I created #156 to address this.
The WHATWG Code of Conduct links to https://citizencodeofconduct.org/. That website is down, and it seems like it's down permanently. The latest snapshot on the Wayback Machine is about 9 months old, and I found an issue that implies that this isn't a temporary outage.
