GitHub does not seem to recognize the current license, but does recognize the one in whatwg/meta and they are supposed to be identical anyway.

Not convinced this is good anymore (I copied the other CC0 from whatwg/meta, but GitHub seems to advertise this one) and the confusion might well be due to LICENSE.template.

GitHub currently says "CC0-1.0, Unknown licenses found".

Yeah, maybe that is good enough. If we want to improve this further we'd have to rename LICENSE.template to something they do not scan for and adjust tooling accordingly. (Or perhaps put all the template files in a directory.)
