Be more vague about UI guidelines #109

In particular we don't want to say "schemeless site" as a partitioning-based approach would likely clear a non-partitioned site as well as multiple partitioned sites and that should be allowed as well.

I'll wait with landing this until https://github.com/w3c/pointerevents/issues/333 is sorted as otherwise we'd break master I think.
