Update WPT tests to ToT #1282

We skip two test files until the test infra and the spec/ref implementation gets updated. This is equivalent to https://github.com/whatwg/streams/pull/1264, except for skipping the tests.

Converting to draft until we agree with the direction and WPT changes in https://github.com/web-platform-tests/wpt/pull/40417.

I've re-enabled the GC tests and updated WPT. (No need to rebase, since we're going to squash-merge anyway. 😉)
