[SSR] support repos below count of 3 #8

with SSR we now generate pages instead of using a downloaded database. Because we would generate too many pages with count <3, we for now do not provide the pages.

To resolve this:

create JSON file containing <3 count releases
make link dynamic instead of static
use JSON for dynamic pages
