Thanks to Ram for some testing on 6/25, ver 3.4.0.44301: Honor Among Thieves generates a combo point on your current target if a healer in your party crits a heal, even out of combat. This lets you build 5 combo points - a full snapshotted Slice and Dice, completely out of combat. The combo points drop upon swapping specs.
At least for soloing, ICD is around 1s.
This toon doesn't have Ruthlessness, so "... gains Slice and Dice" implies 0 CP. The two ability crits at 21:58.034 and 21:59.068 are 1034ms apart, and should yield 3 CP (Hemorrhage plus two HAT procs), but the subsequent SnD only lasts ~12s (2 CP, no talents/glyphs).
Here, the subsequent SnD lasts ~21s (5 CP), but the WP crits at 7:24.833 and 7:25.801 are only 968ms apart, so only 4 CPs were expected.
HAT seems to proc from any non-auto crits. Quoting from Wowhead:
After extensive testing to verify my initial impressions, I've discovered that HaT WILL proc (on crits) from all of the following:
- Poisons (Verified: Instant Poison and Wound Poison)
- Weapon proc enchants (Verified: Fiery, Crusader heals, Deathfrost, Lifestealing heals)
- On-hit effects (Verified: Mark of Conquest heals, Lightning Capacitor (just for fun, since poison crits proc it))
- On-use effects (Verified: Goblin Dragon Gun, Goblin Rocket Launcher)

I've verified poisons, Fiery, Romulo's, Fist's of Fury, and Rupture ticks, so this sounds spot on. After an Eviscerate crit, you start with 1 CP.
Is this talent working as intended?
