Gutgore Ripper What does it do?

[ ] Does it reduce mob ap? Does it stack with other ap reduction effects?
[ ] Does it instantly reduce mob health? Does it reduce again if the debuff is refreshed, or applied a second discrete time?
[ ] Does it reduce mob avoidance from dodge?
[ ] Does it somehow reduce armor values?
