Thanks to Simonize for testing normalizations on 7/30, game version 3.4.0.44832. To copy their discord post:

" Simon — Today at 5:29 PM did some checks just now to confirm what was expected -

the instant weapon strikes from Fan of Knives are NOT using normalized calculations like sinister strike, mutilate, backstab, etc.

experimental data matches very cleanly to calculated values for non-normalized weapon damage if you're reading this and scratching your head like "wtf does that mean"

it just means using slow weapons receive more bonus damage per point of AP than fast weapons image "

Thanks to YellowTonka for confirming, on 8/11 game ver 2.5.4.44833, that Fan of Knives does indeed proc extra attacks, like Hack and Slash. Of course since Hack and Slash has an internal cooldown, it can only proc once per Fan cast. image

Re: Blade Flurry and Fan of Knives Interactions Upon further investigation, the claim "Duplicates only main hand hits, and only to a target in melee range - your closest target, like regular Blade Flurry" is not painting the full picture.

In summary, when hitting X enemies with Fan of Knives, the closest enemy to your character (if in melee range) will receive X-1 hits from Blade Flurry. If there is a second enemy in melee range of your character, it will receive 1 hit from Blade Flurry.

The "closest enemy" will receive copies of all main hand hits from Fan of Knives that hit all enemies that are not the "closest enemy" to your character. The "second closest enemy" will receive a copy of the single main hand hit from Fan of Knives that hit the "closest enemy". If there is no "second closest enemy", ie. you only have one enemy in melee range, this last main hand copy damage will be lost.

This is generally consistent with how regular auto-attack Blade Flurry attacks copy - all attacks to your targeted enemy get copied to the closest-in-melee-range-enemy, that is not your targeted enemy.

This was tested on 1/7/2023 on live game version 3.4.0.47168 in a mixture of test situations, including Sinewy Wolves and Grove Tenders outside Dalaran, and the training dummies in Darnassus. The findings are also consistent with an in game Anub'Rekhan log. See below for a visual using that in game log. image

A further inquiry into Hack and Slash procs from Fan of Knives, and who they target.

Simple tests on 3/22, game ver 3.4.1.48632 (PTR): log link

In summary, Hack and Slash procs seem to have separate triggers and results. Many types of attacks can trigger a Hack and Slash proc - Fan of Knives hits to any target, mainly. Once you get a proc, the result is you auto attack your current target with your main hand weapon - specifically not the target that procced the Hack and Slash. Tests below.

The first test: standing out of melee range of all targets, get a Hack and Slash proc - will I extendo arm and hit them, even though I'm out of auto attack range? Nope! Observed a Hack and Slash proc, and no swing damage. image

The second test: auto attacking one target, but physically closer to a second target. Who will get hit by the Hack and Slash proc? The target I am auto attacking, not the closest enemy. image

The third test: in auto attack range of multiple targets but none targeted, get a Hack and Slash proc - will it attack one of them? Which one? Nope, no attacks done! image

The fourth test: same settings as the second test, but many more fans. Did I just a proc on my primary target, and thus a swing at my primary target? Can I get a proc on my off target and thus a swing at my off target, if the attack that hit them procced Hack and Slash? Probably not - not statistically proven but good enough for me for now. 52 fan hits, irrespective of the cooldown, with 0 hits on off target. image image
