I had the same issue and this was kinda annoying to figure out. Here is what I did to solve the issue. First if you are plugging the Cactus into a Windows machine, make sure that the drivers installed correctly (should say LilyPad something). Or the better option is plugging it into a power bank, it won't break it and it will not allow the Cactus to push a payload to a machine. Next you have to remember if you activated the auto payload function. If you did, then the access point is not going to be open properly until the payload is finished (sometimes it is 10 seconds after it is finished). If the auto payload is long, then you are going to have to wait it out. Next if you still can't see the access point from the Cactus, go to Add A Network on the device you want to connect to the Cactus. Type in the SSID and the WPA2 password. I have to add the network anytime I want to connect to my Cactus for some reason, none of my devices can see it until I point the device to the AP. I hope this helps your current situation.
