Topic event confusion #9

Currently, we have the topic event for rpl_topic (332), which is the topic message you get when you join a channel or do TOPIC <channel>. There should be an event for the TOPIC command (topic change).

Proposed solution: rpl_topic for 332, and topic for TOPIC.

That doesn't fix the issue, there still isn't an event for the TOPIC command.
