[feat] new zone: "offshore"

sometimes players want to take a break from the game. for this purpose, the "offshore" zone can be used.

this zone has special properties:

• if the player moves to this zone, the player is "frozen" there for X days (suggestion: 30 days) and cannot move out
• no items spawn in this zone
• players cannot gift items while in this zone
• players would not be "taxed" in this zone (see "Tax the Rich" suggestion)
