Fixes for duplicate PSAs, back-to-back sequences, and Dashboard tooltip styling

Issues fixed in PR:

• 118 - Removed check for PSA enabled so the PSA always saves from the request.

• 117 - Added an additional check in Jukebox mode to also compare the requested sequence with the sequenced currently in the FPP Schedule table (used for up next).

• 99 - Tooltip doesn't scroll, but the overflow was adjusted so the tooltip extends beyond the chart for visibility. Also adjusted the location of the tooltip to ensure it doesn't float off the side of the screen.

• 95 - Fixed categorized sequences that are set to invisible to ensure they do not display on the viewer page.
