create paths that could have potential endpoints for iiif manifests #109

for things like the canvases and annotations, there could technically be something at that endpoint / uri, so it would make sense to use paths that could potentially be used, like going to media/data/collection/output/development/manifests/canvases/id or something. I need to think this through a little bit.

TBH, since it's functioning and I've seen other IIIF manifest examples that also had dead / unimplemented endpoints, I'm going to say we should prioritize other issues right now.
