Should we strive for commonality in attributes associated with entities in different classifications? #2

In ICD-11, we associate sets of properties with a classification entity. For example, the DefinitionSection (containing code, definition, title and other properties) is associated with all ICD categories and extension codes. The question is whether the harmonized content model should say that similar sets of properties are shared across classifications (some classifications may leave certain properties (e.g., long definition) blank). Alternatively we can custom-tailor the properties for each classification.

For each type of entity in the Foundation, some properties are designated as mandatory (i.e., must have a value) and some are optional. Each classification can impose additional constraints on the cardinality of the properties.
