Proposal to add "codable category" to ICF in the Foundation Component #4

A proposal to harmonize the content models of ICD, ICHI, and ICF includes the concept of "codable category" that represents the phenomenon that a classification is designed to encode and about which the classification is designed to collect data. ICF defines its coding in terms of combinations of ICF codes (for body structure, body function, A&P, and environmental factor) and qualifiers. The proposal suggests that we materialize these encoded information as Health State and its component body function, body structure, and A&P states.

Having Health State and its component states in the Foundation does not necessarily mean that they are included in the published ICF specification, just as we don't publish everything in the ICD Foundation in the ICD-11 MMS tabulation.

After the Banff WHOFIC Network Conference, it was decided to define "Functioning Situation" and "Environmental Factor Role" as codable entities. There remains the question of how to gain official recognition of these concepts.
