Fix classification algo in soc_review #19

There appear to be some mis-classified countries in the automated classification procedure. Typically countries with a high growth rate which are not bumped up the classification. Need to check the code.

Some of the countries concerned this week were: Mongolia, Oman, Tunisia

Turned out to be fine.
