v0.8rc1 - Globus Data Registration fails with raw URL

Steps to Reproduce:

1. Confirm DOI resolution for http://dx.doi.org/doi:10.18126/M2301J results in https://publish.globus.org/jspui/handle/ITEM/113
2. Register dataset https://publish.globus.org/jspui/handle/ITEM/113

Expected Results:

• Registering https://publish.globus.org/jspui/handle/ITEM/113 should result in the same data as if registering via DOI (e.g. http://dx.doi.org/doi:10.18126/M2301J)

Actual Results:

• Registering https://publish.globus.org/jspui/handle/ITEM/113 instead results in a single file called 113

It is not clear here whether the problem here lies in the UI or the API

The problem lies in the fact that Globus decided to decommission Globus Publish ;-)

You can see that in 1.:

$ curl -sIL http://dx.doi.org/doi:10.18126/M2301J  | grep Location
Location: https://petreldata.net/mdf/detail/pub_30_shahani_twinmediated_v1.2

Registering https://petreldata.net/mdf/detail/pub_30_shahani_twinmediated_v1.2 should work though. Whatever place you got publish.globus.org needs to be updated.
