v0.8rc1 - Read-only Tales have editable Description/dropdowns

Step to Reproduce:

1. Hover over the LIGO Tale's illustration and click "View" (not "Run") to navigate to Run
   • You should be brought to the "Metadata" tab
2. Confirm that metadata displays for current tale
3. Confirm that the form elements are read only

Expected Results:

• Name, Category, Description, License, Environment, and Public should all have read-only inputs

Actual Results:

• Description, License, and Environment

Bonus: Additionally, "+ Add an author" gives no indication of why it cannot be clicked in this case.

The save button is still disabled, so none of this is critical, but could cause a user to become confused if they attempt to edit a read-only Tale.
