Publish button clickable without selecting anything #613

Reported by a few people at the 2020 AHM

Steps to Reproduce

  1. Login to the WholeTale Dashboard
  2. View a Tale that you own
  3. Expand the ... menu and click "Publish Tale..."

Expected Results "Publish" button should be disabled without selecting a repository

Actual Results "Publish" button is clickable without selecting a repository, and obviously fails
