Add ability to relinquish tale access #503

Under current ACL model user can only change who has access to a model if they own it. However, there are some cases when it would be beneficial to have the ability to remove oneself from Tale object. Cases:

  1. Someone shares a Tale with me and I don't want it.
  2. Some aspects of publication verification workflow.
