Vqmod not installed successfully #144

Hi,
What steps will reproduce the problem?
1. I can't install vqmod on Windows IIS.
2. I tryed fresh install of opencart 1.5.6
3. I tryed both vqmod 2.4.0 and 2.4.1 

After installing it shows UPGRADE message (not INSTALL MESSAGE). If I put 
vqmod/install again for the second time it shows that there is no permission to 
write. I know for sure - all permission is writable.
For the 3rd time it shows error in line 93 of vqmod.php

Seems it's some kind of path problems. Apache uses forward slashes in a path, 
IIS back slashes. How can I install it?

vQmod Version: 2.4.1
Server Operating System: Windows IIS

Observation: sucessfully installed if i install opencart in 
www.example.com/subfoler/
Problem is coming only in route instalation

Please help for resolve this issue.

This is not a bug. If it shows a permissions error then clearly there are 
problems with permissions
