Update all matched Australian locality geometries to PSMA 2019-08-20

This is a big commit, bringing all easily matched locality geometries up to date to PSMA 2019-08-20. This should fix quite a few errors and out of date records, allowing issues like https://github.com/whosonfirst-data/whosonfirst-data/issues/1573 to be closed.

Replaced geometry with latest PSMA geometry
Stored the old previous geometry as an alt file, named correctly based on the previous geometry source.
Recalculated area, bboxes and labels. Labels calculated using MapShaper.
Added a new au-psma:modified property. As the PSMA data can be updated fairly regularly (nearly monthly) it is beneficial to record what PSMA data it was last updated from. Let me know if the name should be tweaked at all.
Added psma concordences. Note, the ID appears to be unique only within localities. E.g. a PSMA county could have an overlapping ID. Not sure if this is an issue or not.

@stepps00 as I'm starting to do more updates, I might just go ahead and make improvements and not worry too much about broken merges and getting everything absolutely perfect.

Once I've implemented your feedback I can then re-run all my scripts and produce a clean pull request which can be quickly merged to master.
