Fresh run of the PSMA match up #17

This PR adds the official PSMA boundaries, storing the older geometry as an alt. It also adds ABS Census ID and population for the 2016 Census.

I am still using ausstat:2016 as the ABS Census concordance as per whosonfirst-data/whosonfirst-data#1711 I don't think an alternate solution was finalised there. Easy enough to change at a later date anyway.

This PR includes all previous feedback so I'm hoping it can be merged fairly easily. Recalculating the heirachy shouldn't be required as no new data is created and all changes will be in the same location.

Thanks for this @NickStallman - I'm going to take a look at all of Australia shortly, using the revisions in this new PR to untangle each placetype. I'll add comments/screenshots shortly. Stay tuned.

@missinglink thanks for spinning that up, very helpful! @NickStallman and I are coordinating some newer PRs for Australia updates - hoping to import the newest PSMA data shortly.
