Bad translation for Pompey, France locality #22

There was an error for the name:fra_x_preferred attribute. The translation was wrong, it's not "Pompey" the greek character, it's "Pompey" the locality near Nancy, France.

I've moved your commit into a new branch to validate the changes and make minor tweaks. I've merged this as part of https://github.com/whosonfirst-data/whosonfirst-data-admin-fr/pull/43.
