Updated Puerto Rico geometry

This PR:

• Updates the Puerto Rico dependency geometry, using a whosonfirst geometry. This geometry was created by converting a uscensus lines file into a polygon in QGIS. us-census is stored in the src:geom_via property. Existing uscensus source.
• Updates the lbl centroid in the Puerto Rico record
• Stores the existing geometry as an alt-file

This PR will require PIP work, as this fills in some missing areas of Puerto Rico around San Juan.
