Update BoCoCa macrohood label position, src property #202

This PR updates the label position on the BoCoCa macrohood record and updates the src:lbl_centroid property value to reflect the mapshaper source. The new label position is roughly around Douglass & Court.

If this label is better left off the map, perhaps the hierarchy label property should be set to 0..?
