Make sure all records have country codes #1320

~17k records are missing an iso:country and wof:country value.

Compile a list of ids for these records, crawl the hierarchies, and append parent country codes to these records (or pull from an existing property, if available).

This will be a next up, as we're now bucketing records by country code.
