Noting that while there is a locality record in Andorra in the admin-an
repo that should be moved to the admin-ad
repo, the record for the Caribbean Netherlands should stay in the admin-an
repo.

So, once this issue is fixed, the only record in the whosonfirst-data-admin-an
repo will be the not-current record for the Caribbean Netherlands.
This work is complete, though these four bunk repositories still need to be removed from GH:

@thisisaaronland - can you delete these four repositories? They housed records that had incorrect country codes, and the above PRs moved the records to the correct repositories/corrected country codes.
