Remove five bunk admin repos #1814

At the time when the whosonfirst-data repository split into split per-country repos, some admin records maintained incorrect country codes. The country codes were used to populate the per-country repo name, so as a result, the five following admin repos were created:

whosonfirst-data-admin-uk (move records to Ukraine repo)
whosonfirst-data-admin-dn (move records to Denmark repo)
whosonfirst-data-admin-tu (move records to Turkey repo)
whosonfirst-data-admin-an (move record to Andorra repo.. but keep)*
whosonfirst-data-admin-ko (move records to Serbia and South Korea repos)

The contents in the whosonfirst-data-admin-uk repo, for for example, should be taken care of as follows:

Move each record to the whosonfirst-data-admin-ua repo
Update the country codes and wof:repo properties of each record that was moved
Remove the whosonfirst-data-admin-uk repo

Noting that while there is a locality record in Andorra in the admin-an repo that should be moved to the admin-ad repo, the record for the Caribbean Netherlands should stay in the admin-an repo.

So, once this issue is fixed, the only record in the whosonfirst-data-admin-an repo will be the not-current record for the Caribbean Netherlands.

This work is complete, though these four bunk repositories still need to be removed from GH:

This repo has a single record that still needs to move to NL repo, before deleting AN repo:

whosonfirst-data-admin-an

@thisisaaronland - can you delete these four repositories? They housed records that had incorrect country codes, and the above PRs moved the records to the correct repositories/corrected country codes.

cc @missinglink - when building distribution files, you will no longer need to consider the an, uk, dn, tu, or ko repositories. I'll update the cookbook doc (this one) to reflect this shortly.

They are empty of contents besides a couple readme files, woot! (Thanks @stepps00)
