Latvia admin rebuild + Balozi polygon and duplicates #1936

Hi there!

I observed multiple duplicates for the city of Balozi in Latvia, many of them don't have a polygon, but this one has: https://spelunker.whosonfirst.org/id/1175612925/. However, the polygon is not correct.

Can we fix the polygon?

Thanks for the tip, @mihaicosareanu-bolt.. WOF data in Latvia could use a review and comparison to another dataset. Do you happen to know of any administrative datasets for Latvia?

It appears to be the official Administrative Territory dataset. I got to it from here: https://geolatvija.lv/geo/search

There's also a web visualizer, but it shows bounding boxes and not polygons, so I didn't find this quite useful: https://geolatvija.lv/geo/mapviewer?licenceId=Free-657

I'm assuming that the first service could have some useful data, but I don't know how to connect to it / explore it yet

I found a data set that looks pretty good for regions and seems to be ok license-wise, it can be downloaded here: https://geolatvija.lv/geo/p/658

Might be a good idea to refresh the regions as well if we can

However, it doesn't have data for cities. I'll keep on searching.

@stepps00 I have the admins here (mentioned above) - cities are a long different story - which I can help explain (massive headache)
