does it make sense to add the 'wof-edtf-update-unknown-uncertain' tools to 'wof-exportify'?

I'm not sure. The go-whosonfirst-edtf package is there to provide WOF-specific/opinionated operations on top of the standard go-edtf package so it feels like a better fit for wof-edtf-update-unknown-uncertain. It is also my hope that the various whosonfirst-data repos will be updated soon making the tool moot.
