Update wof-exportify to be able to export a path rather than just an ID #7

So that freshly minted GeoJSON files can be exported without an existing WOF ID (and have one assigned to them like magic)

./scripts/wof-exportify -s /usr/local/data/whosonfirst-data -p ~/874342895.geojson -c --debug
INFO:root:debugging is enabled so not writing anything to disk...
INFO:root:if I did though I would write stuff to /usr/local/data/whosonfirst-data/874/342/895/874342895.geojson
