Can't set notice info/see last notice in admin #3

What steps will reproduce the problem?
1. Set notice in admin won't change the notice info
2. Can't see the last notice info in admin

What is the expected output? What do you see instead?

Need to refresh the setNotice page when somebody submited a new notice, and we 
need
to make users see the notice now
