Is windows version check broken? Also, add .NET check #43

Should be able to test easily on XP Mode. Actually, Vista is a bigger
concern -- do I handle "6.0" vs "6.1" correctly?

Someone managed to get a "Could not load System.Core Version 3.5" error.
How'd he do that?
