[Packs] Add option for file shortcuts (and command line tasks?) to package together with a jumplist pack #54

Useful for external scripts, external binaries. I think I can just add an
option on the shortcut/task's respective page.

This also opens up JLP to virus/trojan attacks. I wonder what the real risk
of that is, and if I can justify virus scanning for JLPs?
