Cannot Install #77

I was using version 0.2 until I just saw the new version out.  I tried 
initially without uninstalling the old version to install 0.4, but when I click 
on the exe file i get,

Runtime Error (at -1:0);

Cannot Import
dll:<utf8>C:\Users\*My User Name*\AppData\Local\Temp\is-VIVDD.tmp\IssProc.dll.
*

I tried also installing 0.3, with the same result just saying 
is-UKMGO.tmp\IssProc.dll

I tried uninstalling 0.2 and deleting the files and it didn't work.

I am using Windows 7 Ultimate 32bit

It's an issue with the installer code, which sometimes fails due to the current 
memory space of the PC, afaik. Did you try rebooting?
