Save the mpg information with the vehicle #33

Currently, in EpaVehicleParser the vehicle parsing sets the combined mpg fields to zero. Complete the parser so that the four mpg fields have the values from the website.

Parsing for the following mpg fields:

comb08
comb08U
combA08
combA08U

There are a lot of fields, including additional mpg ones. Sticking with these four for now.
