P2 - Admin ability to filter projects by milestone #13

As an admin, I would like to filter projects by milestone reached so that I can see what projects have reached a particular milestone in project allocation.

Acceptance Criteria:

Only the projects that have reached the specified milestone is displayed.
All different milestones are able to be selected and filtered correctly.
