[WIP] Add constitution to pages #112

Had to give the review app a kick in the pants but you can check out the deployed version of the constitution here: http://wics-site-pr-112.herokuapp.com/constitution/

I've turned this PR into a new constitution branch. For proposed constitution changes going forward, please make your PR against the constitution branch instead of master :)
