Add license to project #141

Rationale: we have some Affero GPLv3 code in here from the Pelican project, but our website content (i.e. the posts) are copyrighted. Some things are licensed more permissively (i.e. the CoC), but in general we probably want to retain copyright on posts so people don't share them without our permission. I had to yell at a content aggregator semi-recently because they scraped the PWFB post off our blog without our permission, which I was not okay with.

IANAL but this is certainly better than having no license.
