Chapters need content - blogs, jobs and forum #5

To follow ambassador training I guess? Must ensure that posts (articles/blogs) should never be promoted to other chapters - either in training, or ask Michael to remove this option for now?

Blogs, jobs and forums will now not sit at regional chapter level.
