Add “Accomplished” button for goals #315

It should mark goal as accomplished_at = Time.now and move it to “Accomplished” tab. The tab can be implemented within the account details page (preferable) or on a separate page.

@VladislavSokov let's hide the "Delete" button in the accomplished goal list.
