Congrats on 0.6.0!

Updating to a more recent @jupyterlab/builder has a few advantages:

^3.1.0 will generate the third-party-licenses.json which is nice for downstreams
^3.5.3 will remove the dependency on verdaccio and all it's foul spawn

Should just be bumping them and re-running jlpm (or whatever this uses) a couple times.
