potential for adding docker #281

Hi, first of all - thanks for all the great work,

Personally I prefer to run tar1090 in docker, and since I know I'm not the only person to do so - I would propose that i could create Dockerfile and action that will build it. If I create it - is there a chance that it will be merged to master?
