disable chartbundle layers; add special use airspace layer #291

This comments out the chartbundle layer code, as chartbundle.com is gone and adsbexchange is no longer providing those tiles. I left the code in there in case an alternate source can be located in the future.

Also adds a new layer, Special Use Airspace, from the FAA via arcgis.
