django 2.x upgrade incl. requirements #66

upgrade to latest django 2 LTS version, requires some default change especially for on_delete [1]
updates all requirements to close existing vulnerabilities [2]
modify bytes / string handling for idna domains, to store everything in idna format and return a correct string (not bytes)
