Public download link outside www

What steps will reproduce the problem?
1.upload file to directory outside www (for security reasons)
2.generate public download link for said file
3.use generated link in seperate browser with no logged in users

What is the expected output? What do you see instead?
expected - ability to download file using public link
actual - error, file not found

What version of the product are you using? On what operating system?
v1.8.0.5 (tried 1.8.0.6 but kept giving me errors where no folders are visible)

Please provide any additional information below.

EDIT: it seems that no public download links work for me. The following file is 
saved in a directory under www with default permissions Read Only
